The one I use is Hammer. It has been tailured to edit or create Half Levels but it can be used to create your own.

Find Hammer at http://collective.valve-erc.com/index.php?go=hammer

Although Hammer comes with a BSP, VIS and Light compiler, it is recommended to download the Zoner Halflife Compiler tools. You can obtain these from the same site as Hammer.

You will need a texture editor for creating WAD files ad Hammer will only import textures from WAD files. The one I use is Wally. You can also download Wally from:

http://www.telefragged.com/wally/

Using these two tools, you can generate exceptional BSP files.

Hammer is not the only editor available. There are others which may suite your requirements. Cartography shop can generate files specifically for DarkBASIC Professional. Check it out

To give an alternative view, here at the studio we have been using GMAX and a publicaly available .MAP exporter to build our BSP's. THe tools in gmax are much more friendly (and powerfull) than hammer. you can get it FREE at http://www.discreet.com/products/gmax/ it also with an add on script export .x, .3ds, .lwo objects. We have had nothing but great luck with the product.

Richard, I know I've seen this quote before but I thought from a legal point of view that Map or .X exportation from GMAX was a bit of a problem . Either way, GMAX is excellent as an editor but I'm thinking from a free un-lincensed point of view. Thanks for noting it though

It might be worth taking a look at Quark (QUake ARmy Knife). It is not the most intuitive package in the world, but with some determination I have manged to get a few levels out of it (nothing great).
