3 Dimensional Chat / Normal Maps?

Ok, I have just started working with shaders, and I have looked at the Ultimate Shaders pack. One question I have, though, is how does one create the actual normal map image? Like, if I have a greyscale height map, is there a simple way I can convert it to a normal map?

Some plugins require you to have a high detailed model, and a low poly - in game useage - model. This is how the proffesionals generate their maps. It produces a better result than converting a grey-scale texture. http://ati.amd.com/developer/tools.html
