I'm using the "decimate" tool in blender to reduce my poly count, but it won't let me use it. it says something about a non-manifold mesh...???

I don't like using decimate tools, since it always triangulates the mesh.
I'm guessing 'non-manifold' means your mesh has holes in it.

I agree with decimation, it will always produce a lot of work to get back to the shape you want.
its best to slice the model in half afterwards and only tweak one side then flip and duplicate.
