Model Magic 3D can do that - it is very complex modeling application http://www.imagewaredev.com/

Also know 3d state worldbuilder - using own format, but you can find converter - I post here link on 3D state editor ( this make models for Worldbuilder ) http://www.3dstate.com/Pages/PagesI/downloadpage/downloadWB.htm ( you need for this free serial number you get here www.3dstate.com )

And there is also a lot of Worldbuilders - for terrain , these 2 I post are complex modeling applications, try Model magic 3D - it can import, export obj, 3ds and x

Blender Or any other modelling program. If you are a programmer, I suggest you to build your own one to fit your specific needs.

I am currently using Blender, but importing/exporting hasn't been working for me. (See greenlig's Blender export thread)

I like Google skechup, extremely easy to use, can get nice results quick, and its free only problem is you must buy Convseo for $30.

Hey, I just posted not to long ago of how I created and exported from blender to directx and dbpro in greenlig's "Blender Export" thread. I made a Giant Man Eating Worm. I don't know how to do Screenies yet, so some advise on that would be greatly appriciated. I know it needs to be jpegs. Here's the download for my model.
