I've been looking for a way to design big 3ds maps for DBpro. So far the only program I've been benefiting from is Wings3D. But how can I manipulate the coordinates/angles of polygons w/ numbers? I've been doing everything by hand and it's sloppy. Wall corners don't match up and the player gets stuck, etc.

current there's no option for that in wings 3d, in the current stable release. but if you download the open source release, you can easily build such commands into it. check the forum, there might already be versions people have made with such a feature.

Also, you can click on any two vertices and it will display the x,y,z distances from each other. Then you can use tab when moving to correctly line up the points and weld them if they overlap.
