I am very new at this and I was wondering if there is a way to get the characters to speak or have subtitles.

Search for an answer in the scripts forum,I'm pretty sure there is something on this in there.
There is a script pack called 'fpsc easy gold' which I think has this in it.

Welcome to the forums, have you thought what it might be like once your pretty expert with FPSC and release a game demo or whatever with a handle like yours

Yes, and yes.

Subtitles can be simple images, and if you cannot use a file system and GIMP, you should get Signs IV.

If you want easy speaking sounds, get Audacity (Free good sound manipulation program) , and a Mic, and have fun editing your own voice to match characters.
