I dont think .3ds can support animation. Try exporting to .x instead.

.3ds only supports hierarchy animation as far as i know. It doesn't support mesh deformation, or bone animation.

I've seen plenty of .3ds model with animations, but for some reason Milkshape does not export them. Export the models as a .x and you'll get your animations =) Be warned though; Milkshape, in my experience, has a problem exporting. Often times you'll get weird messages when you try and import the model into you engine, so if you get an error you can't explain, try re-exporting the model to solve the problem =)
