ok i havnt bought fpsc yet but i always wondered about how the menu works. do you make it in fpsc or some other program

You make it in FPSC itself.
But you could also make a 3th party menu (or however it is called)
but thats made with a different program like Autoplay Media Studio
or others.

There is also FPS-pack but i heard that it was not that good.

But you could also edit the buttons or make your own.
Change the background and such.

Beware of the fact that you should NEVER change the menu buttons in Build Game process of a Multiplayer game,it will return you with singleplayer graphics.

I found that out when messing around with Multiplayer menu's once.It never worked and then i noticed it did in Single.I heard about more people having this issue so it is confirmed that its true.

Well that is why Multiplayer wont work now .....How can I fix it?
