How do I make an new opening page for my game.

I have an image in photoshop but I dont know where to put it in my game folder.

You can choose a new title image when you click on Build Game.

how do you do that in mulitplayer? I looked but it seems to be looking for an .fpi file.

Could you walk me through it?

You cannot change the Multiplayer menu of FPSC in the build game phase,as it will give you default single player graphics.Instead,you should replace the .dds files when build already.
