I have done a test...

Take a complex 3D example (with reflection for example). Then setup the projet to run in exclusive fullscreen mode with a resolution of 640X480 32 bits , and look at the number of FPS you have.

Do the same, but setup the project to run in Window Fullscreen Mode. Look at again...

For example :
For me in exclusive fullscreen mode : 28-30 Fps
In window Fullscreen mode : 60 FPS !

Is it normal or logic ?

Quite, quite logical matey...
If/when DX9 support is added, you can select (more or less) your own refresh rate for FSEM.

Download the DX9 SDK and run the examples - they give you a choice of refresh rates - all of which would then change the FPS

It is supposed to be upgraded to DX9 at some point in the future, but no idea when...
