Use GoBack. It should automatically be installed in every Windows package.

Did someone say 3D scanning on my desk, or was that just an AdBot?
What happens when when you mix coke, pop rocks, vinegar, and baking soda?

No it shouldn't, it's third party software currently developed by Symantec. I can tell you that the following computers do not have GoBack installed with the operating system:

Windows 3.x
Windows 9x/ME
Windows NT/2000/XP
Windows Vista

It may be included on computers you buy off the shelf, but a lot of computers are built by experienced users. Such computers do not include Norton GoBack.
