Making the island isn't too hard if you do it fractally you could have it done in a day or two's work, then expect to spend a few days doing the media for it.
Modelling a load of cars, well if you have the skill you will be spending at least a day on each to get them half decent. Characters - again, if you have the skill - generally this would take a few days per character. Voices a day, music in an afternoon.
However, if you meant like GTA as in 'graphically as good as', well lets start again
Your going to need to design the island, this will take you a day using an editor that took you a few days to make, the media will take you around 6 months to make by yourself.
Each car will take you around a week, perhaps a bit more, and each basic character a fortnight. An extended character (ie more cells of animation for the player or special npc) would take a couple of months.
The voices, well yours will need to break so that's going to take a few years - but perhaps you can get an 'actor' in to help, for the quality you will ideally need a recording studio, so you want to be in and out fast as they cost serious money.
Musically your going to spend money - you need that studio again, and if you can play all the instruments to a high enough standard yourself then you are in the wrong business.
Notice that in neither description did I say how long it would take to program. That is down to the individual coder. For me, a 2D game is a 2-4 days and a 3D game, well that's just exponential - how many effects do you want? As good as GTA? That'd take me a fair few months - and i'd never get it 'as' good. Or a game like GTA? Well, I would probably do it in a week.
