I saw the ele video in newsletter 55 and i saw they had a moving background on the menu screen with the weird big headed guys and the fan. How was this done?

Um...that's E.L.E., and they edited the source.

They didn't edit the source, they just added shaders.

TATBS 1.8 is now fully functional. Brilodis is having its districts extracted to Battle City. Krina and Karin are twice the size. And you’ll see 5 times as many breeds of monsters... It’s Kalspher V3.
