I have a few models in static mode that when I put them in FPSC my system almost comes to a stand still when I get near them. and if I change the model from static to dynamic this seems to fix it some what. Isn't it supposed to be the opposite?

What model are we talking about? One in the stock media/model packs, or something you made? If you made it/found it yourself, what's the poly-count of it, and texture resolution? Too hi-poly objects easily kill the framerates on FPSC.

Sometimes some very minor things can cause an unexpected lagspikes, which can often be fixed simply by removing some objects and then placing them again.
