Are there any 2d Sonic engines that I could look at the code so I could (hopefully) understand how to make my own?

OR

A web site that specialises in Sonic engines that could help me make my own?

I doubt it. But there are some screen scrolling codes, if you want 2D sonic. 3D is another story. Search around the forums and you will find something. Also check out tutorials at this site, or other sites.
