Hmmmm... Try setting the light source to absolutely massive, does the size of the light change? Try also repositioning the light a bit. Otherwise, I don't know.

can I see a screen shot of your light placement? This looks like it boils down to where you placed the light and probably the radius setting you have used.

* setting it to maximum will do nothing for you *

Also put more lights, because FPSC only uses one type on light you sometimes have to use several to get the desired effect, be aware on slow systems this will affect your performance and will affect the time spent lightmapping

What about the size of the light? try puting them in the center or make them bigger
