is there a way to get a install code and a latest dirext x installer for my game when i put it on a pc with no internet

i mean like direct x for my game so when people play it they can get direct x without being on the internet

Microsoft provide 'Redist'-(re-distributable) versions of Direct X which you can download and distibute with or incorperated into the install package you wish to make. Note,you may have to provide some redistribution information for this to be included in your installer.
A free and easy 'installer program is 'Clickteam' installer, just search for it. This program also provides a basic Password protection feature for any installer you wish to make.
