My question is simple: Will I be able to program a simple (maybe 2d arcade game) in GDK in less than a year? I want it for my university essay in computers and programming.
I don't know which to choose, GDK or DB Pro...

Ya, you could do it within a couple months even with no previous expereince in programming whatsoever.

Providing you keep it simple!

For an Essay - I'd personally try to get the GAME mechanics first and GFX later. This isn't the approach I'm taking with my project currently - its kind of both - but I don't have a time limit.

I would make the game with a tile sheet - chop up as necessary - and just work on the game itself.

This is what I mean by a tile sheet - see attached.
(free GNU one I found in cyberspace)
