you can also buy a mic, there like 15$ or moreif you want to do this the safer way, get a recording program and make your own messed up sound and make sure its .WAV

A bit like saying
"I know its a Stephen King novel,but look I wrote it with my own pen."
If your going to sell it you can get a license for cover versions for as little as 25dollars for up to 3000 units,if you were to sell more than this you would have to get a full proper license negotiated with the artist. Even if you perform and record it yourself you are still using someone else's intellectual property.
This of course wouldn't apply to sound effects or such,but if its a recognisable piece of music or lyrical content there is no way around it.
I know,its just another of my legal rants

if he crates a piece of music playing some of the same riffs as an existing song the create the effect he wants he isnt copying, because it doesnt sound the same and he did the work. If it were to sounds identical but done by him then it may be different

Np,as they say there is nothing new under the sun and this goes for music s much as anything else,as said it depends on how recognisable it is.
Its just that the statement was a bit sweeping and may be misunderstood by some folks,as far as a riff goes thats a different bag of budgies.
As my old grandma would say "oughta be a law against it" and there usually is, ask David Bowie who had a riff stolen by The Sweet,they released around the same time and there was a huge stooshie about it,If I remember correctly he didn't win that one though he should have.

"stooshie" another word for xplosys to look up,he seems to enjoy that kind of thing

lol fair enough best thing to do I would say is when the musics done is ask the owner if they are satified its different enough thats what I plan on doing

They would just say no its not,and try to squeeze some bucks out of you,chances are they used a riff or chord structure borrowed from somewhere themselves,lets not forget a lot can be coincidental.
Your statement about recording it yourself is actually quite valid I was merely nitpicking the principle of using some elses complete work,in music its very difficult to prove much unless you admit you took it from someone else.
If its not your intention to directly rip off an artist then its very unlikely they will come after you unless you start making a lot of money and they think they can prove it beyond doubt.
Using something directly off a recording is easily proven.

use the equalizer, and other tools to distort it. Making sound is more difficult, it's not like texturing, you can't really create something from nothing.

If you wanted to use an actual track from a CD, just wait fifty years for the copyright to expire and move in like a hawk...

No, please don't wait fifty years. You could of course, make your own band. And you could of course invest in a microphone, and go and get a bit - what my uncle calls - 'agricultural'
