Flush the ratings!

Our aim was for a 12+ rating in Europe and we have achieved this, but we had to remove blood and ragdoll. Don't worry, a free download will put this all back in."
Yeah, that is a good work around.
Release a copy for the kiddies, and a separate download for the adults.
But shouldn't that be the other way around???
I mean, wouldn't it be better to have the Kid version as the download to prevent them from downloading the adult version.
Then if the box version was Adult rating the rating should cost less since it wouldn't need to be reviewed. (Why review the highest rating?)
That should bring rating costs down and keep the hard copy (hardcore) out of the reach of the kids.
I'm not suggesting a last minute change or a change in your policy.
I was just commenting on the logistics of ratings and releases.
