FPS Creator X10 / Water Level Factor?

I get mostly how FPSCreator scripts work but what is a FACTOR? I want to increase the water level using the "EFFECTINCWATERLEVEL=" command, what do I put?

I'm guessing that it means the highest it can get within the FPSC build area.

I would like to know the Value or Formula behind the FACTOR thing too.

Two thirds (the INC and DEC)of the EFFECT ACTIONS use the term "multiplied by FACTOR"

Like...

EFFECTINCWATERSPEED=X             increase the effect value by X multiplied by FACTOR

Why is it multiplying?
Why doesn't it just INCrement the value by X ?

I'm lost on this term, and the FACTOR.
Here is what Wiki has to say about FACTORs.

I must be overlooking the condition for the AIR too.
I can see the action to add AIR (plraddair=x), but I do not see the condition.
