So I downloaded the latest driver for my Geforce 4, and it works great! With everything except DBpro Alpha Blending.... So anyone know why?

Depending on the angle of my camera the "water" or alpha-blended plane is more or less visible .

ex: fade object 1, camera angle x(0)
that is the closest reproduction of the effect I could get.

I don't have this line of code in my program! But that is what the driver is doing to the water (ghosted plane)!
