I believe all of the official model packs have a license where you can use them in a non FPSC game.As for packs and media that you download from the models and media forum and/or get/purchase from a third party from around here...they all have different licenses.
My license for my stuff allows the user to use it in any commercial or non commercial product as long as they don't sell or distribute the media without my permission.
Each person has their own licnese that they use and that should be the first thing you check out as a license restriction could prevent you from doing what you wish with what you get.
Even different things from the same member can have different licenses.
The best advice is to read the license first every time you download anything.
