How much do people usually charge for creating a low poly character? I have some character design (not very good) on paper and would like to have it 3d modeled.

I'd charge you £15, others charge more, some would do it for free.

Look on Turbo Squid. Some of the models are overpriced, but most are pretty accurate.

Modelled and rendered in Blender. Free software ftw.
