With FPSC your hardware specs are almost irrelevant, it's really down to the way you design your level.
As a point, the specs you're quoting there (although within fpsc'd minimum spec) aren't that great!

This is one of the "quirk" errors, as in, there seem to be a bunch of things that can cause it:
Too many of the same character entity,
No Vweap file for a weapon
Too many entities spawning at start
too many dynamic lights
the list goes on.
If you've made progressive saves of your map, go back a few saves to before when the error started. If you have only one save file, then you're pretty much doomed. You could go back through deleting entities to find the one causing the error, but chances are you'll never get it working again.
Moral of the story, save before EVERY test you run, and use a new file name.
ie. sewermap_1, sewermap_2 and so on.
