I don't think the mods here have the power to move threads to the Autodesk forums.

Yes, 3ds max can make cutscenes; anything that can render an animation and save the output to a video file can make cutscenes.

Nope, the program cant. An industry ready professional with years and years of experience in multiple fields of art can, however, with the aid of this software suite, create full motion videos that would be proper cut scenes in a game or whatever.
