Hey just a quik question does any one know eher the plastic wrap is or sumthing that works like it in gimp is

'Filter/Artistic/Plastic Wrap'

that where you find it in photoshop???

any ideas

Yep, that's exactly where you find it in Photoshop (in the version I'm checking in at least).

You need to get a GIMP plug-in to create a plastic wrap effect. Here's one place to get such a plug-in for GIMP:

It will either tell you on the site or you can find that information at a Gimp forum. I've never used plug-ins, having always found the basic GIMP as is enough for my needs.
