well you could use anim8tor (thats what i use) but wouldnt say its the best oh ya and its free

I believe Blender is the "best" free modelling software because it has tools that rival Maya or other expensive modellers, but you may find the learning curve a bit steep.

@ Super Gamer Jack: I'd recommend that you save your money and buy Milkshape (it's 25 USD, I presume). I don't use it, but I've heard good thing about it.
@ bobert: I've tried using Anim8or; it's as hard as a rock to use, in my opinion.

Dude, read a tutorial. In the nicest way possible, you seem lost. Just read up on some tutorials or documentations. That should get you started. For textures, try GIMP, its free. And I also heard marvelous things about Milkshape, you should try it if you're serious about modeling.
