Am I able to put my arena game onto a web server and have people play it? A.K.A. Runescape?

No, people have to download the game. There is no way that a .exe will run from a webbrowser. And the ways that work, will still download the game to your PC, install it and then make it look like its running in your webbrowser.

Why would you want it to be run in a web browser anyway? Just put up some screen shots to get people interested, then provide a download link.

i have never played any online fpses... i think they were made using flash.

There is a very expensive game engine wich I cant remember the name of wich has both ragdoll, very good graphics etc (allmost as FPSCX10) wich has an option to be played in the webbrowser. But FPSC cant do that.
