I just got a new laptop with DirectX 10 when i installed fpsc i says to download DirectX 9.0c if i do that can i still have DirectX 10

Yes, install Dx9 then Dx10 afterwards, works for me.

It is the latest and complete DirectX package. Includes both DX9 and DX10 files.

If you share your games be sure to include a download link to this or include this installer on the cd/dvd.

download Dx9 on top of Dx10, if you install Dx9 on vista it will upgrade the copy of Dx9L to Dx9C (from wikipedia)

Play the games the masters play: MKZn and 3-B promo
