Would it be in violation of the DarkGDK license agreement to use it to make a game while creating the level editors and similar programs for that game in DarkBASIC Pro?

I would say no. Because you are making the level editor in DBP and what license are there for that?

If you are selling your game made in GDK then you need the license for that. If you are giving away your game made in GDK you dont need that license.

Well it's just that the commercial license for the DarkGDK restricts the creation of game makers or level editors with it. DarkBASIC Pro has no such restrictions although I still am not sure if a game maker or level editor which used a program made by the DarkGDK (even if it was just the game and not the level editor) would be in violation of the EULA.
