The animation template on TGC's website is extremely helpful for gun-equipped enemies, but where would the animation frames fit for melee enemies? The popular zombie script in Nicky's guide is exactly what is needed for melee enemies, but what part of the animation template designates the animation for the melee attack itself? Obviously there's no "melee attack" default sequence, as few creatures are actually meant for melee.

For example if I was doing a zombie, where would I put the animation frames of the zombie swinging its arms at the player? (Again referring to Funny's zombie script as the main script)

I think most "homegrown" melee characters use the grenade throw animation as a melee attack. So you could use those frames as a generic melee.

If you're referring to the zombies in MP4, then they use entirely different animations that aren't part of the original FPSC animations. Gosh I haven't messed around with those characters in a long time, but if you look in their fpe files as well as their scripts it should be pretty obvious what those frame numbers are.
