I cant find it. If I buy Character Shop (cuz that looks cool!) then will it give me an option for the ragdolls and blood?

There should be a link in your order history (FPS Creator X10 Upgrade) if you purchased FPSC X10 from TGC.
Unless you are German, because I think using red blood in a game is illegal there or something like that.

Nup, only link is in your order history. If it's not there, then it's obvious you illegally got X10 - but if you seriously purchased it, contact TGC Order and Billing Support.
