Let's say I have a .3ds model of a sphere that I'm calling a "bullet"...and let's say I want to draw 250 of these on the screen at once...but I only want to load the 3d model once, not 250 times! Is there a way to draw one object multiple times?

Yes, it is possible. It is called referencing/instancing. See details for dbInstanceObject() in the DGDK documentation.
