Well "best" programs are 3dsmax and Adobe Photoshop CS3 but they cost so much that I bet you don't want to get them. Try Milkshape or Anim8or for modelling and Gimp for texturing (Anim8tor and Gimp are free)

Wings3D, Blender, GIMP and Paint.NET if you want to save money. But if you want the best of the best, and have lots of money, then theres; 3DS Max, Maya and Adobe Photoshop.

Don't use blender(Poorly designed interface), and don't use anim8or(can't animate, ironically). Try wings or milkshape.

Goto File>Export>Direct X (.x) (This is a general step and not specifically what to do in each program). Take the .x file and put it into the User folder of Entity Workshop found on the FPSCreator Website under Files. Run MakeEntitiesFromXFiles (Or something to that effect. I don't have FPSC on the computer that I have here). It will walk you through what to do with that. Once finished, exit out of that and drag the User folder into C: \Program Files\The Game Creators\FPSCreator\Files\Entitybank. If there is already a User folder there, it'll ask you if you would like to overwrite. Hit "Yes". Open FPSCreator and add an entity from your User folder by selecting the User folder on the listbox. Ta Da!

Well, it kind of depends on what you like. That predicts which one you will think is the best.

There is a 3D Chat forum and there are stickies and threads about which is the best for what.
Searching is your best bet.
