Doing as many sites as I do, I find it useful to have a program that does quick layouts - tables, cells, etc. Doing that by hand takes hours. Once the layout is done, you can code it any way you like.

I know that "saying" you use a program like FrontPage is taboo, but many people do and won't tell you for fear of being ridiculed. I'm old enough not to worry about such things. Here is another wysiwyg (what you see is what you get) editor that works well.

Of course having MySQL, PHP, Perl, etc is a must today for any kind of interactivity..

Best.

I use html to run different flash images. For flash I use Selteco's Alligator Flash Studio. Unlike MX or Fireworks, it is much better for web sites.

Heck I'm not too proud to say I use the freebie tool that comes with Yahoo's hosting service for our business web site. Very easy to use and easy to modify.

...And Notepad++ is even better.....

It supports C#, C##, Javascript, HTML, XHTML, and a bunch of other languages, the best thing is, it colour codes your source code for you.....

Dreamweaver, Fireworks and Flash. There are many that are very similar and will come down to what you are happiest using. Most have a friendly GUI these days.

ASP.NET is so neglected.
Anyway, I use Visual Studio 2008 for ASP.NET, Macromedia Dreamweaver 8 for CSS, PHP, and HTML (WYSIWYG editors are easy and cool), Macromedia Fireworks 8, Macromedia Flash 8, Joomla for a CMS, and GIMP.

I'm using Dreamweaver Ultradev 4.
Yup, believe it or not, it still has everything I need.
I also use Swish. It's like flash for idiots!
