2D All the way! / 2D in 3D?

I know it sounds a bit weird, but does anybody know of a free downloadable 2D graphic editor that can create 2D graphics that look as if they are 3D? So you can have a 2D game, for example, that is not in 3D but it looks as if there are shadows and bumps etc. on the sprites.

What you need is a 3D modeller. Then you can use Indi's (I think) DB program that makes bitmap snapshots of the model at different angles.

Or, you can draw so that your images look 3D
