Looks pretty much like that actual mySQL API to me, rather than a wrapper.

Edit: Looking deeper into his code, there seems to be a lot more to it but he didn't use anything more than basic functionality in his example, things that could have been done with the basic API. It's hard to tell if it's a viable wrapper or not without spending some time with it.
