If I can use them from within dbp, why shouldn't I be able to use them in dgdk?

Just because they're not documented doesn't mean they're not there. The prototypes are in the DarkSDKImage.h header but apparently they were left out of the documentation. There are a number of other functions available also, though I'd recommend using them with caution.

Why are they called dbGetImageWidth/dbGetImageHeight?

Can't say for certain. Maybe to distinguish them from potential functions to set the size. There's definitely a stretch function.
