3 Dimensional Chat / Normal Maps from textures?

Ok it has become apparent to me that I need to have my maps for bump mapping, relief mapping, and other forms of shading in a special format for it to work correctly. I cannot figure out how to get any sort of thing like the normal maps that I find in some of the TGC demo's. These seem to be the only things that get the desired effect. Attached is an example of what I want. Could anybody tell me how to get this kind of map out of a regular texture?

I cannot get the same effect with texture maker or Paint.NET. Those are the image editors I use. If I need a specific tool to do that could anybody point me to it.

( This is related to 3d because I'm talking about textures and shaders. Not just the 2d image that makes it work.)

If you have Photoshop and run Windows you can always get the Nvidia plugin.

I don't have Photoshop and I really don't feel like paying for that membership. Especially since I only want one program. I wish there was a Nvidia plugin for Paint.NET. Does anyone know another way of creating that kind of map? Or some other tool?

You can use CrazyBump I think it's called.

crazy bump dosent cost too much (the beta is over and ryan now has released it for a $99 indie liscense or a 299 commercial licensce ) but it is quite good

This. I don't remember exactly where to find the normalmap plugin, if you have gimp, but google should be able to find it.
