I think he means hosting a file (like a model) on his site for people to download, in that case, 99% of the time it is ilegal

what I mean is copying a download link from a site.and put it on your site.

eg I copy the download link to download fred's game
and then paste it on my site.

so when so one click the link on my site it downloads fred game from the other site

is ti illege to do that

As long as it is a file host. If it is a actual general site and you have limited space download the file and upload it to a file host like BOXStr

Why if it is a general site must I re-upload it?
Because most people have to pay for bandwidth and it can be called 'Bandwidth Stealing'

Good answer. Besides using other peoples hosting and bandwidth money to deliver your content, there are other reasons as well.

If I take the time to make a website and offer something for download, I want people to come to my site to download it. I may be selling something, or have advertisements on my site that I want people to see. That's why I put that great free content there, so people could come and get it, but they can also see what else I have to offer, or the other advertisers on my site have to offer.

When you hot-link a file from another site, you steal potential visitors and customers from that site. All that hard work and whatever other advertisers may be paying that site has gone to waste.

You should always link to another sites main entrance page. That's just proper web etiquette.

I think he means if he has his website then he puts a link on his site that links to "fpsfree.com/download/model." this is only an example btw.so i think he means is that illegal.

Correct, and that's what we answered. I don't think you are going to find a "Law" for that so I don't think it's illegal, but it is bad practice for the reasons stated above.
