Well, I was wondering if this would work. Well.. I know that it will, but I would just like your feedback.

You could model binoculars or just a scope of a gun. Then, when you left click, it would zoom in like a par of binoculars and have a custom scope hud. You could also set the weapon's damage to zero. Presto, instant binoculars. The only problem is that I have no modeling skills what so ever. I any of you want to try this, feel free to. I hope that this works. Please do not mistake this for a request. This is only a concept that I am throwing out there for others to try.

Well, you could re-adapt the stock binoculars, and tweak them in the Gunspec file 'til they work......
