If someone were to make software, would they still need to buy a license? Or do you only need the lisence for games?

You can make anything you want with the GDK without buying the license. BUT... you are not allowed to take money for it.

So. You can make a leveleditor and give it away for free. You can make a game and give it away for free.

But it you want to make a leveleditor and let people pay $5 for it, you need to buy the license.
