when i try to build a file it writes:error PRJ0003 : Error spawning 'cmd.exe' and it doesn't work help me please in that

Go to your project settings, and check Linker->System->SubSystem. It should be "Windows", not "Console".

i checked and it was on Windows and not in Console so i still got the same problem

maybe you need to be an administrator? What level of security does your account have?

I am just guessing that you have limited security and don't have permission to run a command prompt.
