I was wondering whats a good program to build a menu for my game. Its easy to use for Newbs etc.

So I can place a playing menu on a CD and players can just click play, Credits, Website, Exit.

For making install creators you can get Click team install creator, or Nulsoft which is more advanced, but you have to script it.
For making menus I suggest Visual Basic or for a flash one DarkBASIC Professional. Visual Basic is really easy to do this with, I have a tutorial around the forum somewhere bumbed down by now. Just look on my profile and you should see it. Very simple tut, and you will catch on fast.

Visual Basic is really the most flexible way to go, but you can use DBP as well.

PS> I use VB2008 to make my launchers.

Well... alot of CDs work , but don't use DVDs unless everyone that will be playing it has a DVD-R drive (or DVD-RW, DVD-RW+/-, DVD-RAM, etc.). Don't compress the game in some wierd format like .x3dsded other wise the players will be out to get you. ()
