Does anyone know where I can get just a refraction shader for FPSC?

I got one but im not sure if its from fpsc or another game. You can use another games shaders as long as it's a personal game. It's not 100% legal but if no one knows your using it and your not distributing/modifying it, they pry wont care to much.

Download efxMod 1.6 Free Edition at http://efx.helixsoftware.eu
To activate refractions on an entity, just simply use the two scripts provided
(appear_applyrefraction.fpi and default_updaterefraction.fpi)

(you won't get a refraction effect without modding the source, so refraction effects are provided with that newest efxMod Version)

Yeah, I tried the efxmod but it decreases the games performance from 38FPS without the mod to 12FPS with the mod. And really I may only need bloom,reflection, and refraction.

did you know you can disable the other stuff you don't like?
you can disable that stuff, when you open the customizer (under 'General'), you can enter "efxwatershading=0" in the setup.ini (please make sure it doesn't get overwritten) or you disable it via script, like in 1.5

performance you have to look at the later versions of efx, I had an old version and it ran like sludge, but with newer versions it worked great, good frames and no problems.

Yeah I know can but it goes slow, I don't really get a chance to.

My graphic card supports shader model 3.0, but it is an Nvidia
Geforce Go 6100. And I know it isn't that great.

You shouldn't wonder why it doesn't run well... your graphics card is neither on the compatibility list on the website, nor is it in the compatibility check from efxMod itself
