I want to make games on a low-end computer.
Is it possible to make the FPSC game run on a normal window 640X480? I found that this is one of the main factors that cause lag.

FPSC Runs the games at the same resolution as the rest of the computer and so it's currently impossible to go from high resolution down to a windowed game, although this is a good suggestion for future updates.

Personally, I prefer full screen gaming as seeing the desktop around the game sort of distracts from the gameplay.

It is possible to run FPSC in 640 x 480 but only by changing the resolution in the control panel and then resetting the editor.

I have done the resolution change. I know that for most applications you make a shortcut and add ("appname" windowed). This doesn't work in the case of FPSC. I found that frame rates can increase up to 300% in windowed mode.
