You can use about any modeling program for terrain. I made some terrain with google sketch up, you can download it here.

With Blender3D, you can use the sculpting tool to sculpt a terrain like you would in an editor then use the texture painter to paint the terrain. So Blender3D essentially has a terrain editor within it if you know how to use it.
