Dark GDK / sdk setup problem

hi, im having real problems setting up sdk, i downloaded it and unzipped the file, when it runs setup.exe it fails to do so and i get a error message.

any ideas how i can fix this?

dieing to get stuck into darkgdk, please help!!! thank you.
