I have a dumb old desktop and it has 1gb of ram, 120 gb total 72 gb free, 128 mg nVidia Geforce FX 5200, direct x 9.0c august 2007, 2.16 GHZ. And I ran the Fps creator and went there was 2 enemies in the room with only 1 stairs it went so slow!! And when I added a enty in a room with glass he was somewhere else! Not only that when I put a person in a place he wasn't there!!! I think it has issues on the nVidia Geforce FX 5200.
I have the all the model packs installed except 5, 18, and 17. And I have the latest upgrade!

It could very well be a GPU problem as that is a pretty old card, but what is your CPU and operating system?

i have an 8800GTS with 640mb of ram, a dual core 8400, 4gb of ram - and if I put 2 enemies in the ram it gives me 12 fps. I bought x10 to start working in that, and now I can put 4 enemies in a room before I lag out!!

oh and I run Crysis, FarCry2 and Call of Duty 4 on High with no problems.

My operating system is windows xp home. And I forgot to say it is 2.16 ghz single core.

I have an 8800 GT and a Dual Core 2.66GHz and 2Gbs of ram and I can have 20 enemys in one room with little or no slowdown, and I am using X9.

the lag tends to happen more so to me when I am using model pack 6 or 10 weapons, and also with model pack 17-18 characters

I had a rig like that and it did very well with alot of my levels, which are pretty large......

I have even older hardware and FPSC still runs fine (as long as there aren't levels with loads of details), i guess the thing that causes low FPS is shaders, turn. On my PC shaders simply don't appear (DX7 graphics card), so there is no slowdown from that, but old cards with shader support might be very slow, that's what i think, i might be wrong, just try.
